• Other Accommodation: Includes rented/serviced apartments, bungalows, homestays, etc., meant for tourists. These must have a minimum of one lettable room and a maximum of six lettable rooms. 
• Homestay: The owner/promoter must reside on the property, letting out a minimum of one room and a maximum of six rooms (12 beds). 
• Bed and Breakfast: The owner/promoter does not reside on the property but appoints an agent or operator to manage the establishment. These should also have between one to six lettable rooms (12 beds).

Registration Process

• Ownership Documents: Proof of ownership of the property, such as a sale deed, is required to establish legal possession. 
• Lease and License Agreement or Notarized NOC (If Applicable): If the property is leased, a lease and license agreement must be provided. 
• In cases where the property owner is different from the operator, a notarized No Objection Certificate (NOC) from the owner is required. 

Steps for Registration: 

1. Visit the Goa Government Portal: Use your email address and mobile number to create an account on the Goa Government portal. 
2. Complete the Application Form: Fill out the application form in Form XXIII and upload the necessary documents. Required documents include:

Displaying Your Registration Certificate Number 

Once registered, you must display your registration certificate number prominently in your listing. Failure to do so may result in penalties, including the removal of your listing by the authorities. 

Mandatory Reporting of Tourist Data 

In compliance with the Goa Rules, you are required to submit monthly statistics of the tourists staying at your property. These statistics must be submitted in Form XI via electronic mode by the 5th of the following month. A processing fee is applicable for this submission.

• Visit the Tourist Statistics Data Registration portal to submit your Form XI. 
• Non-compliance can result in fines ranging from ₹10,000 to ₹25,000 and may affect the renewal of your registration. 

Registration of Foreign Guests 

If you host foreign guests, you are also required to complete Form C. This form is a mandatory document for the registration of foreign nationals staying at your property.
