The Goa Registration of Tourist Trade Rules, 1985,   which were amended in March 2021 and December 2022, (collectively, the “Goa Rules”) lay out the process for registering as a dealer, hotel keeper, travel agent, or any other tourism-related business in Goa. These rules are designed to ensure that all tourist accommodations and services meet certain standards. 


Categories of Accommodation 


 Under the Goa Rules, tourist accommodations are divided into different categories. If your property falls under Category D, which includes rented/serviced apartments, bungalows, homestay units, and bed and breakfast establishments, specific regulations apply.

The Goa Tourism Department issued an administrative order on August 2, 2022, to streamline and simplify the registration and renewal process for hotels and homestays. Under the new relaxed guidelines, the mandatory documents required for registration or renewal of your property are as follows: 



Steps for Registration: 


  1. Visit the Goa Government Portal: Use your email address and mobile number to create an account on the Goa Government portal
  2. Complete the Application Form: Fill out the application form in Form XXIII and upload the necessary documents. Required documents include: 
  3. A copy of the trade tax/house tax receipt (original) 
  4. Ownership documents 
  5. Lease and license agreement or a notarized NOC from the owner (if applicable) 
  6. Submission and Acknowledgment: Once submitted, the application will be processed by the Department of Tourism, and an acknowledgment number will be provided for tracking. The processing time is typically 90 days. 
  7. Update Your Listing: After receiving your registration number, update your property listing with this information. 


Displaying Your Registration Certificate Number 

Once registered, you must display your registration certificate number prominently in your listing. Failure to do so may result in penalties, including the removal of your listing by the authorities. 


Mandatory Reporting of Tourist Data 

In compliance with the Goa Rules, you are required to submit monthly statistics of the tourists staying at your property. These statistics must be submitted in Form XI via electronic mode by the 5th of the following month. A processing fee is applicable for this submission. 


Registration of Foreign Guests 

If you host foreign guests, you are also required to complete Form C. This form is a mandatory document for the registration of foreign nationals staying at your property.
